The Iraqi Council of Ministers began its session on Tuesday, September 23, 2025, with the salaries and non-oil revenues of the Kurdistan Region among the key items on the agenda.
A government source told NRT that the resumption of oil exports is the decisive factor in paying the seventh month salaries of the Kurdistan Regional Government (KRG). Another source confirmed that the Council has tied the payment of these salaries directly to oil exports, an issue on which the Kurdistan Region has yet to reach a final agreement.
The source added that any suspension or reduction in oil exports could once again halt salary payments, stressing that the outgoing government cannot be fully trusted due to its record of signing multiple agreements in the past without adhering to them.
