Deputy Speaker of the Iraqi Parliament, Shakhawan Abdullah, announced that an agreement has been reached between Baghdad and the Kurdistan Region regarding the payment of salaries, but its implementation now rests with the Iraqi government.
Speaking to NRT on Sunday, September 21, 2025, Abdullah said that while the agreements on oil, non-oil revenues, and salaries have been finalized, the Iraqi government must fulfill its legal obligations and send the salaries.
It is worth mentioning that over the past three years, the outgoing Kurdistan Regional Government, led by the PUK and PDK, has signed five agreements with Baghdad, none of which have been implemented.
