Kawa Abdulqadir, the leader of the New Generation Movement list in Erbil, accused the outgoing government of deliberately waging "psychological warfare” against salaried employees by refusing to send domestic revenue to Baghdad, thereby delaying salary payments.
Speaking on Tuesday, Abdulqadir said the government’s failure to transfer 120 billion dinars in non-oil revenue to Baghdad has once again undermined the salary agreement. A source told NRT that instead of the agreed 120 billion dinars, the government proposed to send only 75 billion, prompting Baghdad to insist that both oil and non-oil revenues must be delivered before sending salaries.
He added that the outgoing government is attempting to replace this year’s domestic revenue share, warning that the fate of at least three months’ salaries remains uncertain due to continued non-compliance.
