The Commission Issues Election Campaign Guidelines

The Independent High Election Commission (IHEC) announced on Wednesday that it has issued official guidelines regulating the Iraqi parliamentary election campaigns, emphasizing prohibited practices and ensuring fair competition among candidates.


According to the Commission, the campaign period will officially begin on the date announced by IHEC and will end 24 hours before the start of special voting. Any political activity before or after this timeline will be considered a violation.


IHEC stressed that the use of ministry buildings, state-owned vehicles, government slogans, and public funds for campaigning is strictly forbidden. Campaigning is also prohibited inside polling stations and within a 100-meter radius around them.


Additionally, the Commission noted that civil servants, security forces, and military personnel are not permitted to exploit their positions or powers for the purpose of campaigning, either for themselves or for other candidates.


Among the specific violations highlighted by IHEC are:


  • Issuing employment or appointment orders during the campaign period.
  • Donating land or similar favors as part of campaign activities.
  • Issuing thank you letters that could be interpreted as political campaigning.



IHEC further warned that campaigns must not incite violence, hatred, sectarianism, or defamation of candidates. The Commission underscored that these measures are essential to safeguard the credibility and fairness of the election process.
