Metro Center and Coalition Network 19: The Right to Information Act Must Be Implemented

Metro Center and Coalition 19 Network have called on the next Kurdistan Regional Government (KRG) to issue the necessary guidelines to facilitate the implementation of the Right to Information Law No. 11 of 2013, in coordination with the Independent Human Rights Commission.

In a joint statement, the organizations stressed that many corruption cases have gone unexposed due to the concealment of sensitive information and the involvement of government and party officials in the misuse of public resources. They said the enforcement of the law is crucial to transparency and accountability.

The groups also urged journalists and media institutions to handle information professionally and ethically, emphasizing honesty in reporting, avoiding manipulation or dissemination of false and misleading news, and respecting both citizens and the values of the profession.

The right to access information is guaranteed under Article 19 of the Universal Declaration of Human Rights, Article 19 of the International Covenant on Civil and Political Rights, and Article 10 of the UN Convention against Corruption. Article 25 of the Kurdistan Region’s Right to Information Law requires the government to issue the necessary guidelines in coordination with the Independent Human Rights Commission.

Twelve years after the law’s enactment on August 8, 2013, a joint committee was formed between the government and the Independent Human Rights Commission to prepare draft guidelines, but they have yet to be implemented.
