Trump’s special envoy to Iraq, Mark Savaya, said on Monday that no party, organization, or individual should possess or operate armed groups across Iraq.
"Showing intentions alone is not enough, and disarmament must be comprehensive and implemented through a national framework,” Savaya said, adding that the process must include the dissolution of all armed groups and ensure an orderly and legal transition of their members into civilian life.
He stressed that, under the Iraqi constitution and the rule of law, no political party, organization, or individual has the right to own or operate armed structures outside the jurisdiction of the state, noting that this principle must be applied equally throughout all parts of Iraq.
Savaya added that the exclusive authority to bear arms and use force should rest only with legitimate federal and regional institutions entrusted with managing the country’s armed forces, protecting the Iraqi people, and defending national sovereignty.
