The Iraqi Ministry of Labor and Social Affairs has announced new regulations on the employment of foreign workers, stressing the implementation of a government decision that requires Iraqis to make up 80 percent of the workforce, while foreign workers are limited to 20 percent.

Hassan Khawam, spokesman for the Ministry of Labor and Social Affairs, told official Iraqi media on Wednesday that the ministry has set several criteria to regulate the employment of foreign workers in order to support domestic employment and increase job opportunities for Iraqis.

He explained that the most prominent requirement is that foreign workers must present experience certificates certified by the Ministry of Foreign Affairs. In addition, their expertise must not be available in the ministry’s database.

Employers are also obligated to comply with the 2024 cabinet decision that requires hiring four Iraqi workers for every one foreign worker, ensuring that 80 percent of the workforce is Iraqi and only 20 percent foreign.
