Despite recent threats from the Patriotic Union of Kurdistan (PUK) and Kurdistan Democratic Party (KDP) to withdraw from Baghdad over the Iraqi government’s failure to deliver public sector salaries, their members continue to represent Iraq in major international forums.
On Monday, Iraqi President Latif Rashid and Foreign Minister Fuad Hussein – both senior Kurdish figures – represented Iraq at the 3rd United Nations Oceans Congress held in France. The event gathered global leaders to discuss ocean conservation and sustainability.
The participation comes amid ongoing tension between the Kurdistan Regional Government (KRG) and Baghdad, particularly regarding the delayed transfer of salaries and other budget-related grievances. The KRG has in the past warned that it may pull out of the federal system if the central government continues to neglect its obligations.
Observers note the contradiction between the political standoff at home and continued Kurdish engagement in representing Iraq abroad.
