SULAIMANI — Council of Representatives Speaker Muhammad al-Halbusi met on Friday (September 18) with the Kuwaiti Prime Minister Sabah al-Khalid al-Sabah and raised the prospect that Iraq might delay debt payments to Kuwait.

Iraq owes Kuwait approximately $3 billion in reparations for the 1990-91 Gulf War, during which it burned its southern neighbor’s oilfields. However, under pressure from low oil prices and unrest at home, Baghdad is under serious financial pressure.

The prospect of a delay initially surfaced in Kuwaiti media this spring.

During his visit to Kuwait, Halbusi also met with his counterpart Marzouq al-Ghanim and the Kuwaiti Foreign Affairs and Acting Defense Minister Ahmad Nasser al-Mohammad.
