SULAIMANI — Iraq’s Minister of Water Resources Mahdi al-Hamdani said on Saturday (October 16) that a memorandum of understanding signed with Turkey that guarantees Iraq a fair share of water resources from its upstream neighbor has been put into effect.

The agreement with Ankara was signed in 2009 and amended in 2014, but was not fully implemented.

Al-Hamdani said in a statement that Iran is not party to the agreement, but that he hopes that its officials engage with their Iraqi counterparts to reach a similar understanding.

Iraq is extremely vulnerable to drought and water insecurity, in large part because of extensive damming programs by Turkey and Iran along with climate change.
