SULAIMANI — The Kurdistan Regional Government (KRG) Ministry
of Finance said on Monday (May 23) that it is forming a committee to
investigate local revenue issues in the Sulaimani and Halabja governorates.
According to a decree issued by the ministry today, the
committee members will be from the finance and interior ministries.
The governorates of Sulaimani and Halabja, under the control
of the Patriotic Union of Kurdistan (PUK), have faced delays in distributing
public sector salaries in recent months.
The PUK has blamed the Kurdistan Democratic Party (KDP)-led
KRG for the unfair distribution of revenues, while the KDP has blamed the PUK
for failing to return local non-oil revenues from those two provinces.
Professors and staff from universities in Sulaimani, Halabja
and Chamchamal have protested for over two weeks over salary delays.
The Prime Minister of the KRG, Masrour Barzani, and the
Deputy Prime Minister of the KRG, Qubad Talabani, met with the Governor of
Sulaimani, Haval Abubakir, on May 17 and decided to form a committee to
investigate the revenue issues.
In the decree, the Ministry of Finance said that all the
government institutions should fully cooperate with the committee and provide
it with necessary information.
On May 11, Kurdistan Region Premier Masrour Barzani said the
KRG 's plan is not being implemented evenly in all the provinces, and "we
have proof that the local revenues of Sulaimani and Halabja are not returned to
the Region's treasury."
